Explanation : (D) Article 21 A of the Indian Constitution, inserted by 86th Constitutional Amendment Act, 2002, commenced on 1st April, 2010, states that "the State shall provide free and compulsory education to all children of the age of 6-14 years in such manner as the State may, by law, determine". Article 45 endeavour "the State shall provide free and compulsory education for all children until they complete the age of 14 years".
